I have one popped out of an encasement. Railroad only covers a partial of the rim, one side because collar not fully up(deployed)

Your coin was probably a encasement coin. (a coin pressed into a holder) When this happens it damages the the edge of the coin. If you get a coin still in the holder, don't remove it. In the holder it still has value. With the holder, it is just a damaged coin.
