Appears to be a SOLI INVICTO COMITI reverse type. Maybe Licinius - or Constantine I?

Could be either or... not enough legends, mintmark, or field marks left to properly assess, and the portraits varied more between different mints for the same emperor than between Constantine and Licinius.

For what it's worth... my gut says Constantine.
