Someone at our local coin club said that the new mintmaster is not very interested in commemorative circulating coins.

Wow. So, apparently making coins is costly, but they have the nerve to make new Bills(no offense to Viola Desmond). I wonder if the mintage will be lower this year, with the demand higher.

The Royal Canadian Mint creates and processes coins.
The Bank of Canada issues and prints bills.

I know that. It just the government that has the nerve to turn down CCLTs (commemoratives) but allow NCLTs.
