I've seen counter stamped Kennedys on here with all kinds of stuff on them. He was a very popular president. The nation mourned deeply after his assassination. In 1980 there was a company that stamped them with a date commemorating the start of his presidency in 1960. They sold them for five dollars apiece. Hard to say, Moxking. I think someone had extra time on his hands. The only thing that comes to my mind is San Francisco Cwb. lol I think you may have just answered Cwb's queation, Walkallnite!
