I'm assuming it is out of a SMS set. That is not so unusual for that. A Business struck 65, yea, since they rattled in bags, the SMSs were packed up after strike in SF.

I don't think it's from a SMS ,too many hits . 5 steps maybe ? MS-65 . Nice Jeff for a 1965 .

Full steps weren't even all that common in the SMSets. This one is nice condition but I'm seeing too many irregularities to call it 5FS. Is it graded that way?

Otherwise, I'm thinking MS65.

I checked on the PCGS site for Full step examples. I wouldn't call their attributed examples posted there as full steps. So I gave up looking for them.
