Looks altered to me. Maybe sandblasted or a very poor attempt at artificially plating the coin?

I guess it does on second look... would think a sand blaster would leave deep scratches. Thanks for looking

You're welcome. Just a good guess I have, but I will see what the others think. If you look up sandblasted metal, that's what your coin resembles.

The coin has been blow-torched. It has actually burned off impurities on the coin to give it that pitted/rippled look.

it is not a capped die or struck through a capped die. Your coin has been physically abraded in some manner .... the exact method likely never to be determined

If it is slightly underweight it maybe a light acid dip issue. Its not pretty.

It's some kind of surface damage. Definitely not an error.
