What a sad situation for those commems to have that much milk and fog in a relatively short time. Plus, knowing there is virtually nothing you can do about it either to protect the coins or remove the offensive spots/fog. At least that 67 must be a really low census number  Cool - used the coffee emoji as I'm sipping mine.

Quote: At least that 67 must be a really low census number Well ... there is 1 lower at 66 (10 at 67). This isn't my worst $1 though. That distinction belongs to my '94-P POW commemorative. Again, purchased directly from the Mint and graded last year as PR66DCAM. It DOES have the distinction as the one and only at that grade and sits there proud and alone as the lowest graded proof coin  Maybe nickelsearcher will want them someday as a lowball proofs

I do enjoy the Monroe reverse, at least on new examples where you can see the intended design. Not a good choice for a circulating coin for sure!

Since the vast majority of modern proof coins are graded as either 69 or 70, is anything less than a 69 an impaired proof? At what grade would you consider a coin to be an impaired proof? or is it even grade related? As for me, I've always thought that calling a coin an impaired proof means that the coin has a technical grade issue (poorly struck, hairlines, marks, mishandled in some fashion, etc) versus an eye appeal issue (haze, milk spotting, unattractive toning, etc). I've never considered any of my lower PCGS graded proofs (66-68) to be impaired. They all were purchased directly from the Mint and remained in their OGP capsules until the day I removed them and sent them in to be graded. I've always thought that the lower grades they received were market grades due to unattractive eye appeal and not a technical grade issue. PCGS eye appeal standards say Quote: The following are the minimum standards for eye appeal on high grades: MS/PR68 - Must have positive eye appeal MS/PR67 - Must have above average eye appeal MS/PR66 - Cannot have below average eye appeal MS/PR65 - Cannot have negative eye appeal. AMS/PR65 coin can have below average luster or color (toning) if it is outstanding in every other way. Which IMHO is pretty much hogwash, as I would consider the coins that I have that graded as PR67DCAM or PR66DCAM to have below average eye appeal (Although they don't look as bad in hand as in photos. To me, it seems that photo contrast really brings out areas of hazing and milk spotting.) Just wondering what anyone else thinks

They were carried as pocket pieces by some former owner (not me) to the point where they have worn to the grade of approximately PR55 or so .... and if submitted to a TPG for evaluation would come back certified as such. I purchased them from my local coin shop where the owner knows of my interest in well circulated coins and set them aside for me.
