This cent has considerable environmental damage and will not grade. I am not sure what you see on the shield, it looks to be normal, heavy wear. This IHC likely circulated in commerce for several decades.

The reverse has better remaining detail than the obverse but I'd still say VG Details - Environmental Damage. Pieces like this get dropped into my jar of bronze cents.

looks like the die might have lost some of the shield detail and resulted in a raised Cud. agree with BH on vg details ed/corrosion, but it isn't that bad creating nice contrast between the fields and devices. not worth a lot but a nice circulated coin that shows its age well.
