To me, you are looking at a 1990 Philadelphia Mint Lincoln Cent in circulated condition.

Do you have any specific questions about it?

to CCF. The missing S mint mark is on the proof version and yours is a circulation strike.

The no S mimtmark variety only applies to the 1990 S Proof strike cent. Yours is just a normal Philadelphia business strike cent meant for circulation.

The proof one is missing the 'S' mint mark. The plain one is the business strike for Philly that year. (normal)
