Dutch king Willem III issued this coin in 1849, short after his father Willem II died.
The reverse is very sharp and detailled.
The obverse has slightly worn spots on the hair.
How should this coin be graded?

US Grade - VF 25. The beard is nearly flat too.

I'm seeing the obverse more as a Fine because of the hair and beard wear. The reverse is VF...so I'll go with a F+.
