The middle figure is shorter than the soldiers ...... a clue ? Boy emperor ?

Looks like a Gloria Romanorum "three emperors" reverse: http://tesorillo.com/aes/047/047i.htm

This would make it Arcadius or Honorius. The letters you describe suggest Honorius; I'm not sure if I could guess from the photo, but Honorius does feel somewhat more likely.

Antioch mint, I think. Not sure what the officina might be, though (the respective letter is mostly off flan).
