i would like to have some input on this coin. Could this be a Retained or Rim Cud?

that would be 8-9 oclock

Not a rim Cud. Finned rim,minor MAD? Is the reverse centered?

But the fin is flattened. These occur when the die is slightly tilted and the space between the die and collar allows the metal to flow up during the strike leaving the rim to be thin and taller on that area:

When the fin flattens it rolls over. These are valuable if the rim is not flattened. They mostly all get flatten during circulation or during the wrapping process.
