Just wandering what exactly is going on with this coin? What is the correct terms and did it happen at mint or is it post mint? It is very smoothe when touching as in I can't feel any of the lines or scratches. And the rim is silverish. Why are there multiple directions the lines are going? And the face is missing in spots along with letters

The damage is all post mint. Looks like it spent some time on a parking lot getting ground into the pavement. The silverish color is the expose zinc core.

I mentioned how its extremely smoothe when touching so doesn't seem like it scraped across concrete

It is definitely post-mint damage. Maybe it had some fine grit sandpaper taken to it. That could explain the scratches and smoothness.

You may be surprised what people do to coins out of curiosity or pure boredom.

Interesting! Also, is the part of his face missing due to being scratched also or post mint damage? All of the lines are so straight and parallel that it makes it unusual for it to be damaged from being scraped

Well it is definitely damaged. Mostly the raised devices are affected, except for some field areas. Note how the date is splashed.
