I posted a 15 coin progression about this feature on a different site and was sent this thread by SP67.
I went through some mint rolls for August 1999 and found this 15 coin die chip progression by the C, rake and hay. It is interesting to see how this large accumulation built up.
Die chip started above the C and moved toward the hay and rake
Closed the gap between the hay and rake
Filled in more space between the hay and rake
Started working it's way back toward the C
Finished filling in by the Hay and C and started a new die chip on the N
