Looks like a Grease Filled Die. Not much value, but certainly worth keeping as a good example.

This is a fairly common area of the coins to be weak. Because of the the strike of the obverse side of the coin, there is a lot of metal moving during that process. So if not enough metal is moved into that area on the reverse, the strike can be weak. That is why those devices have a wide base on the 'ES' on states. But also note all the letters on STATE are a bit wider because of the lack of thickness of metal pushed into that area. This a common problem on the Memorial cents design. No premium for this. (sometimes just knowing what happened is the value for this look)

The other area on 'ICA' on AMERICA looks weak, but looking that other devices on that area, they are smaller, so the was over polished, and some grease was in those three devices making them slight wider, but still weak as they are not as tall as the other devices in AMERICA.

I agree as well, that is one very common area on the pre-shield LMC's reverse that this struck thru. grease occurred and there are literally thousands of them examples are out there!
