I see Strike Doubling on the date and LIBERTY. The motto looks like it's worn down (post-mint), but I guess it could be a weak strike?

I don't think it was (post-mint) Pleas check line on the top IN and UST.

The lines you see above the IN and UST are Strike Doubling. I see this all the time on zinc cents especially - in fact it's a rarity not to see this kind of doubling / shadowing.

It's not Strike Doubling - it is a common effect of die wear on the earlier zinc cents (1982-1990).

Chuck is correct. This is all the result of die deterioration/deformation. The low ridge just inside the design rim and the incuse doubling of the last digit of the date are typical manifestations.
Error coin writer and researcher.
