I at first thought this might be a lamination. But after taking a second look, it maybe struck through debris. The difference might hinge on what the edge looks like? If this looks like the rim is peeling and the edge that might prove it to be a piece of debris struck onto that area. The weight should be slightly heavier if it is a struck through, but probably be hard to tell as it is not a large area. Do you see any evidence of weakness on the devices or bust area? If this were a lamination, I would expect that to show on the coin.

Thank you Jim. Coop, I looked at that area with that peeling to see if there's a lost of details, but there isn't. So it could be Struck Through Debris.
