I think there are some environmental effects going on with it. The 1863 was CuNi, but I'm not sure what could cause it to look silvery.

The diameter seems appropriate. The weight is a little low as would be expected with a coin in this condition.

Abrasively cleaned at one time which removed the oxidation layer. These copper nickel alloy cents, when new, had a silvery color to them and were known as "nicks", "nickels" or "white cents".
