ebay will do nothing for the habitual bid retracters, I called awhile back into CS mine had over 2800. I posted in a topic in the ebay community forum and had other sellers tell me that was child's play. 1 month later the "bidder" was up to 3117. It is a joke they let it continue.

It is not enforced! I always block and then message the leading bidder. It makes the seller look like he has a shill working for them.

edit,
I decided to look up and see what my blocked bidder was up to...holding steady on his 12 month average.
