Could be a Byzantine coin, but it is so badly struck off center I can't really tell for sure.

IS this coin just badly off center or is it actually a clipped fraction of a coin?

Nobody clipped copper, it wasn't worth the effort. It's just off centre.

It doesn't really look Byzantine to me, but I can't suggest anything better, either.
