This nickel isn't in best condition but it has full steps, get it graded it no?

NOPE. Besides 1992 was a remade master...
Whenever you have that much "chatter" (nicking), it is almost guaranteed AGAINST a full five step. Any little bitty ding...

Full steps are generally, only an added factor in value on uncirculated and sometimes proof Jefferson nickels.
Although, I might get pretty excited over finding an AU 1953S 1954S 1969D with 4 or 5 full steps, and some other tough issues, a common circulated modern ( after 1970 ) Jefferson usually will not have any added value over face.
These images above are clearly circulated coins and have no real added value over five cents, full steps or not.
