It looks indent,if so maybe a struck through debris. If it is raised maybe a die gouge.

Ya its not raised its down into the coin. I did some searching on the web and I found something that said it could be from a small piece of wire getting in the die some bow. But thats a maybe. But it is like a gouge and its like smooth to.
