This coin you picture above has seen heavy circulation and that may account for some of the C's appearance. *This is all assuming you mean the C in AMERICA which appears truncated on the lower loop. I don't see anything remarkable about the letter C in MONTICELLO or CENTS either. Looks like a spender to me.
