Hi I have a 1952 penny that weighs 3.28 grams also looks a bit doubled die on Liberty though I've been wrong many times,
Opinions please?

That is only slightly above tolerance. I would guess that the blank was punched from stock that was rolled a hair thick.

I thought different weight meant foreign planchet as They do on google

It can mean foreign planchet, but much more often it means that the mint didn't roll their stock quite thin enough before making planchets, thus a thicker and heavier coin.

If you found something specific to foreign coinage with similar specs produced in 1952 at the Philly mint on google, please share.

I checked the list I have and found nothing close to this weight and composition in production at the Philly mint this year. Thanks, Doug.

That's a good point, Doug, that shouldn't be overlooked.
Foreign planchet errors do occur, but you must be able to identify what planchet it was struck on.

In this case, you know that it was struck at the Philadelphia mint in 1952 and that it appears to be a primarily copper coin.

There are lists you can consult to see if any of that along with the size and weight correlates to a known foreign coin.
