Julian II "The Apostate" as Caesar (junior emperor) under his cousin, Constantius II. Reverse is FEL TEMP REPARATIO, commonly called the fallen horseman type. Mintmark SMTSε, Thessalonica mint, 5th workshop.
Admittedly a bit tough to figure out; most often if the bust doesn't have a diadem on this type, it's Julian's older cousin, Gallus. Julian's Caesar coinage isn't terribly common; as soon as he became emperor, he renounced Christianity and grew out a philosopher's beard, determined to dismantle the bureaucracy and reduce the status of the emperor back to the Princeps, or "First among equals". He was quite a colorful character and well worth reading about.
