It is a coin collector albumn. My question is it better to search for the indivigual coin or search for the grouping of a particular year
I am looking to make them all BU+. right now I'm looking at 1948
all over the place?

Well your question is a bit all over the place, let's see if we can narrow it down. You are wanting to work towards completing a set of Washington quarters starting with the first one of 1932. Remember that all quarters before 1965 are 90% silver in content so are costly just for the silver content alone. Next, certain Key date coins, the 32D and 32S are quite costly in lower grades and VERY costly in the higher AU/MS grades. If money isn't an issue and you can afford it, the BU set is quite the challenge, but be aware, it will cost you an awful lot. Now, working a BU set of the clad quarters even with proofs 1965-1998 is actually quite duable on a modest budget over time. I'm currently finishing up my circulated/BU w/ proofs at the moment and hope to shortly upgrade all the circulated coins with the mass purchase of mint sets. But as for the silvers pre-1965, I have enough for my type set and that is as far as I desire to go, just too costly at $3.25+ per coin.

Purchasing a complete set of Washington quarters from 1932 - 1998 in BU can be difficult for some of the key dates, such as the 1932-D and 1932-S. If you are planning to go a higher-grade, yet affordable, Washington quarter set, you may want to do AU/BU on the common dates and AG - XF on the key dates.

With those so much depends on how much you want to spend. You could go to a coin show and buy all of them. Or you could go to banks and get rolls of Quarters and look, look, look. Or just start asking people you know if they have any.

Crazyb0 is correct! If you want all BU+ grade coins your going to pay dearly for them. A 1932s in low MS is as low as $200 and mid to higher MS grade could run as much as $1,000. For 1. I've been trying to complete a set my grandfather started over 50 years ago. I haven't put much of a dent in it as even F to XF can be as much as $3 to $5 for common dates. I would take Crazyb0's advice and find an auction site and bid on lots of mint sets. It's a great way to fill several holes at ones.

w/all the above. Coin shows, your local coin shops, ebay, bank roll searching and auctions. Also look for local coin clubs in your area.

Coin clubs are a major source of information. If members don't have what you're looking for, they will tell you where to find it.

A 36-D can be pricey in higher grades as well.

Edit: Like T-BOP said....scratch the roll searching part for silver BU Washington's.

Forget about searching bank rolls for BU Silver Quarters . It's not going to happen . If your trying to build a BU+ set then you have to buy the 1932-1964 coins . For this , resources are all over the place . Good luck and have fun finding the later date coins in Quarter rolls at the bank .
