hi, found this a while ago,1999 canadian 25 cent, its showing fat lettering, on the obverse side, looks like extra metal on all the devices,the other side looks fine,i was wondering if it was just a worn out die.

Seems the upper portion of crown is polished away which may explain some thickness of letters from a grease filled device. I think Coop's charts about the differences between polishing and greas fill are the best to explain these nuances, Grease=wider & Polised=thinner.

Fat Lettering is the result of Die Deterioration.

A similar example is seen on the 1999 January 25c:

Pat Glassford doesn't have a listing for Fat Lettering on the October 1999 coin - you might want to let him know what you've found. I'm not sure if he is still updating the Millennium section of his website.
