You are right, a VLDS where dieflow has really attacked the dies' surface. Read what I wrote here:

This Lincoln Cent is in a Very Late Die State. This is caused by severe die wear (worn down die). You can see the heavy die flows line going outwards (think of fireworks when they explode) from the die striking so many coins. This reverse die could have possibly struck a couple of million coins. Eventually, the die might exhibit Catastrophic Die Failure.
