It's either wire or thread but definitely looks like a struck through. Sorry about the bad pictures didn't want to bust out the scope or computer.

I've seen this before on proof cents. They looks like fibers or sometimes pieces of cello that got struck onto the coin. These are fairly common. Sometimes I save them out, most of the time I put them back into the tube of proof coins.

It may be a tiny struck through and might be saved as an example of same.

It would not increase the numismatic value.
