So can someone help as to how you'd describe this error? Appears to be strike against another cent coin,like previous one stuck in die.

Nope, sorry. It's 100 percent Post Mint Damage ( PMD). It's a vise job where two coins get layed on top of each other, then the person strikes a hard blow with a hammer, causing the letters to get imprinted on the coin. On a true Double Struck error coin, the letters would be raised, not incused.

I can't wrap my head around how this could happen while being struck. Possible that it's not from mint process?

Beeje, you are correct. This wasn't done inside of the U.S. Mint. It was done outside of the Mint. Unfortunately, once your thread gets replys, you can't delete it for some reason.
