I believe what you are seeing is PMD. I'm sorry to tell you that. Most likely another reeded coin dropped and hit the field behind poor George's head leaving the impression that you're seeing.

It's 100 percent Post Mint Damage ( PMD). Jim is correct. Another coin's reeded edge got dropped onto the coin and left a mark. Worth face value.
