Hi,

No, it is a coin struck by worn dies. There is also some Machine Doubling visible on the letters.

This is very common on nickels as the metal is a hard one to strike. It causes dies to wear , sometimes to extremes and as a result, this is a very common thing to see on nickels.

It is not die doubling or a Repunched Mintmark.
