Looks like a thin rolled cent at 2.4g. Not sure if there were any foreign planchets in the mint that year. There are lamination cracks by the LIB and to the right of the last T in TRUST strongly suggesting no acid type treatment was involved and this is the original surface. Coin has been cleaned and shows light scratches from such.

I would guess a rolled thin planchet.

With the lack of consistent strike it seems right to think of a thin planchet.
