Buffing creates flatness. I don't see any flattening on this coin. the strike is exceptional and there is no sign that it has been buffed.
The color of the coin looks shiny like a buffed coin, but it also looks like a prooflike coin that has clouded up a little.
Maybe it was dipped, but the coin had nice surfaces before going in the dip, and it doen't look overdipped, meaning that the surface hasn't become grainy from the chemical reaction.
Maybe a lightly dipped proof. Strike is exceptional and the details are all there. The shiny is funky.
Could also be a prooflike EDS business strike that was lightly dipped.
