Found this 1954 India coin set for $4 at antique store. It looks proof like, but I'm not completely sure. I also couldn't find any mintage numbers for proof coins. What do you all think?

$4400 is extreme, but I have heard figures in the ballpark of $500+ for these.

I have a proof 2 Annas, as part of my World square coin collection (81 different types).

Proof coins made before about 1960,
(when Mints around the World realized the commercial potential of proof collector coin products),
were made in relatively low numbers.

That is why I make an effort to find pre 1960 proof coins, but
not modern proof NCLT made for collector mint products.

I have discovered a disagreement between my
2010 Krause, and NCG web coin values.

Krause 1954 proof set $50
NCG 1954 proof 2 Annas $400.

Cannot find mintage numbers.

IIRC, the sudden spike in select world proof sets is a very recent phenomenon, within the past few years. It could well have subsided by the time catalogs catch up.

The only meaningful info on an ebay search is for items that have actually sold.

Maybe you're looking at $1,000 on a $4 purchase
