I purchased this last week I have a couple others but this one is different. On this coin the edge of the coin is smoth but it also has a ring almost completely around the coin edge slightly wider than the rest of the coin. What would have caused this? Edited by papeldog 04/22/2018 5:36 pm

Partial collar, called "Railroad rim" NOT doubled struck, whatever that means.
OK, I see it now,There is a partial collar and it's not clear enough to tell if it is a struck through debris or just grease, looks more a piece of debris was struck then fell off post-mint losing the 1 CENT design.

My photo skills are not the best but in hand you can clearly see a shadow of the date on the leaf on an angle coming from 10:00 to the last 9 in 1969 and 1 cent from the T in cent to about 2:00 as well and letters running through Canada.
The obverse is struck again with the Queen leaning back left about 15 degree I know its hard to see but in hand very visible.

After discussing this with Crazybo. Maybe this would be a die clash and if so how do you determine which one it is a die clash or double struck its like a double struck but a lighter strike.

it is most definitely, without a doubt, a genuine double struck, rotated in collar cent:) along her neck and shoulder is the outline of her back, her cheek shows remnants of the first strike where her jaw and neck meet, and the "1 CENT" contains remnants of the leaf.

Your coin is double struck, with about 40 degrees rotation between the first and second strikes. That is how double strikes are supposed to look like, with the first strike being flattened to the point where only some outlines can be seen.
Edit: You beat me to it dollarman.

Thanks for confirming my thoughts about it being a double struck coin dollarman and Altaira.
What about that ring around the edge of the coin about 1/4 of the thickness of the planchet is a little wider than the other 3/4, any idea?

Perhaps the second strike was partially out of collar

The lip is on the Reverse side it weighs 3.3G and is 1.55 thickness, everything seems to be with in reason just kind of wondering how it got the lip on the edge?
