This coin is in reasonably good shape unlike my 1862 NS one cent. Thanks for any and all input.

There is a lot of detail left in the hair and looks very similar to a slabbed EF that I have.

I'd say EF, but impaired by the scratch and the light corrosion. You might think about trying to clean it; many collectors shy away from copper coins with green corrosion because they will get worse over time.
