Struck Through Grease? amiright? A grease or polish filled area in the negative not allowing the appropriate amount of metal to be pressed into the die to fill the cavity? Two objects can not occupy the same space at the same time yadda yadda blah..

You have two different RDV shown there...not correct somehow for the 1990 coin. this happens on the 88/89 LMCs and the 1998-2000 Proof LMCs where the two styles are used by mistakes. But it don't happen other than those dates, sure your pix match front to back?

Note the crossbar on G and then location vertically to corner. Now look at the AM of AMERICA, one should be close other gapped if this is two different RDV's

If you can get pix like the above for each coin, showing the AM. FG and Close FG, that would be helpful. You may have something, but have never herad of RDVs on a 1990P. We need to determine if these are the same or different dies, that's why the pix. If all other indications are correct, then send in for professional attribution.

Maybe someone else is aware of this anomaly, I'm not.

Looks like the normal RDV-006. The 'G' cross bar is showing some wear.

Could be a gas bubble or hard debris trapped under the plating?
