1944 P LWC Partial Collar?

While looking through some cents I came across this 1944 P LWC with what appears to be a partial collar. One half of the collar is slightly larger in diameter than the other half. The lower die is the half that is recessed. Insight please.

Thank Crazyb0! I thought it was a pretty cool find. I haven't found anything on a 1944 P partial collar but I know if there is one there's more.

Thanks E&V! I'm pleased with what I find in some Loomis boxes. I found a 1936 that I believe is DDO but haven't spent the time to research which one. I found it in the same box.
