It's a Proof coin .A little hard to see but it probably has full steps .

TBOP, I disagree with that as a proof, is but a business struck MS, the fields especially the reverse have too much contact damage. That being said, is @ MS62 tops in grade because of the reverse, die damage/planchet flaws with those radial circles, uh-uh, not a good sign for a full step. Lighting was too high at 12 o'clock casting a shadow on the lower 3rd-6th steps and base to really tell if FS, most likely not. All it takes is one of those gaps to be partially filled, or nicked. The bottom is usually "pushed up" in the middle from polishing away die errors.

Thanks for the information. I was originally thinking it was a proof coin too - but arent they usually a very different color?
This looks to be closer to the color of a circulated coin

I'm thinking the radial circles are actually the mint packaging and cast shadows of in some views, @Crazyb0?

I'm at proof strike as well.

@dave700x yes, the marks are on the packaging itself. I imagine its from the coin being in the exact same position for a long period of time.

Those radial circles are not on the coin itself.

I have a hard time with the OP's coin as proof. There are signs of a higher pressure strike (rim finning on both sides) with a slight MAD on obverse, but the surface does not seem polished as a proof field would be. For example, which of these two are proofs, both or just one? Bothe these are in graded NGC slabs.

There is no doubt whatsoever that the OP's coin is indeed a proof strike and I do not even need to look at the coin itself to know that simple fact. The coin is still encased in the OGP pliofilm. The Philadelphia pouch for a Mint Set would have a blue border while a Proof Set would not have a colored border, this coin was cut from a Proof Set. As for the steps, proof Jefferson nickels are assumed to have full strike details as struck so it should be Full Steps.

and yes, to get a FS designation the nickel has
to be a business strike. Proofs are assumed to
always have them. Not always the case tho.
