It appears to be a well-placed hit across the 2 and 0 (possibly from the edge of another cent).

Those are called "bag hits". When coins are collected/transported in canvas bags, the coins on the bottom get smashed buy the weight.

It is a bag mark. The devices on the 2001-03 are larger than other years around those years. It Is common to think they are doubled dies, but they are normal. The best way to see if they are different, in to check other examples to see if it is common, or are doubled dies.

Even a side by side of a doubled die is hard to tell. I bought this one. I would have probably missed it searching. I guess the clue is the inside closed devices on the B & R on Liberty is where to look for a doubled die. Also the TY.
