NO, a whizzed coin will have a ton of fine scratches across the coins face with fine scratches and will be "shiny" from the wire bristles.

Looks okay, but I don't think you can always tell a whizzed coin unless you look at it in hand under magnification. You can still see luster like this coin has, and the brush marks can be too fine to see in a photo.

Easiest way to find out is to examine, hand held, with a 10X loupe. Look to find if the original luster has been disturbed or removed.

It's not whizzed. Whizzed coins either have obvious tiny scratches, or, if buffed afterwards, a luster appearance that does not break across fields and design elements.
