Don't know what the diagonal rust looking ? is. But both coins look to be 65+ to me.

Yeah, I'm honestly not sure what to do about that. Just trying to get them into some proper holders for longterm safekeeping now. Any suggestions? Would you recommend acetone on these?

Agree they both look worthy of 65s outside of the discolored bands.

As for the rubber band marks, it's sometimes difficult, maybe impossible, to remove them without damaging the coin. A soak in acetone can't hurt.

I agree with 65's. I've tried rubber band removal and it took a 10 hour covered soak to get most of it off. So have patience with your pure acetone soak.

Both look ms64 details stained. Not details if you can remove the stain without damaging the coin.

At least MS-64 on both. Listen to moxking about the acetone soak, and remember to rinse the coin with clean acetone afterwards followed by a quick blow dry.
