I found this 70 Washington quarter, and was wondering is it a double die, or deterioration. Being new to coin errors, I'm finding it hard to tell the difference. Especially with older coins that aren't in the best shape. As always, thank you for your time.

ES STATES looks MD, flat, reduced, just checked, same all around, MD. Tricky little buggers aren't they?
