Why do you need to certify your coins? Unless the value (what you can actually sell it for), is more than $100-150, the cost to certify eats up a huge percentage of what you could ever sell it for. For many errors and oddities, the cost of the certification may actually cost you more than the coin would ever be worth. If you know what you are doing and research/study thoroughly, you may vary well know more about the coin and its grade than a third person's opinion on a piece light cardboard..
