It is a reverse hub doubled die found on a few dates in the small cent series, best described by Ken Potter for 1965. This is probably a weak point in the design for the reverse die, which produces a crack. I have never seen longer ones, or extended cracks, though... It is a popular "variety", even though it is not a true variety, per se...
