An overlay would be better... your top is drawn horizontal to the image, and not on top of the 7...

I say new low 9 variety, if you draw a line straight across from the lower inside loop of the nine, the nine on the right definitely sits lower.

gunnern79 good to see you back. here is and image of a strike doubled 1979 maybe even tripled. the whole reverse is either doubled or tripled. hope this helps.

Again - you are drawing lines horizontal to the photo, and not elements on the coin... there is no frame of reference for these images, as I might reproduce the same photo with a 1.5 degree die rotation and my horizontal lines won't match...

Try using a tangential line with the top of the 7.
