F means "Fine", which is the technical grade that describes the amount of wear. The term Details suggests a problem with the coin, in this case cleaning, which detracts (often significantly) from the value of a coin.

The Eagles eye looks like damage after it left the mint . Agree This coin was cleaned .

this coin is actually somewhat scarce. a 1902-O quarter would retail for $40-50 if it wasn't cleaned. it is still worth about $10 as it sits in my opinion. a person putting together an affordable set of Barber quarters might be interested in a coin like this one.
