I don't think a magnifier app will help anything. The hardware essentially determines what your camera is able to capture and anything else is just digitally "zooming in", the same as if you took a pic and cropped it.
If you would like better macro shots, I highly suggest a clip-on lens set for your phone/tablet (they're cheap). That way, you are optically "zooming in" with a macro lens so the end quality will be much better. Of course, there are distortion and lighting issues to work out with that setup, but it's worth it!

A high res camera on an android 'phone is all you would need. The images zoom included in that firmware will do all that you would want it to do. Just make sure that your images are properly focused first.
I have two magnifier apps on my phone. 'Magnify' by Appd Lab and 'Magnifying Glass' by David Parry. I tend to like the first one better since it has button controls on screen for light, freeze, save (frozen image), and negative. However, the latter seems a little bit faster (it is half the size as well).
For camera, I just use the stock app. I have tried a few third party apps, but they seem to be clunky and the photos are often worse than what the stock camera does.
