The area you are looking at is the edges of the devices. This coin is showing a lot of machine damage to those devices after the coin was struck. It was normal for a mila-second, then damaged by the die coming upwards perhaps because of a bounce after the strike. But clipped the normal devices. On the doubled dies the devices are enlarged, not reduced.

It's Machine Doubling. The devices are reduced in size and is shelflike in appearance.
